Joe had a distinguished career with the Federal Bureau of Prisons, from a correctional officer at the U.S. Penitentiary in Leavenworth, Kansas, moving onto more positions of increasing responsibility.  These positions included shift supervisor, investigator, Captain, Assocaite Warden, and Warden at three complex facilities,  He also was Regional Director in the Western Region for over two years, where he oversaw all operations at all facilities in California, Nevada, Arizona, Washington, Oregon, and Hawaii, as well as the Regional Office, as well.  In addition, he was assigned to the FBOP’s Headquarters in Washington D.C. from 1992-1995, where he was responsible for authoring national policy and offical publications, providing technical expertise to the Assistant Director of Correctional Programs and facility Wardens, Associate Wardens, and Captains.  He also was the keynote speaker and trainer at the FBOP’s Management and Specialty Training Center on a monthly basis.
